Access Control Point – An area of a base or facility that serves as the entry and exit point through which all incoming and outgoing personnel and vehicles must pass in order to gain access to the facility.

Accountability – A responsibility or obligation that is legally binding to an officer that has been assigned with the task of record keeping of property, documentation or finances. Failure to carry out one’s tasks in a responsible manner can have legal consequences for the officer that has been assigned those tasks.

Actions On Contact – A series of actions that are typically carried out in unison between one or more units during periods of combat against enemy combatants and are designed to assess, mitigate and advance the combat situation.

Active Air Defense – Certain types of actions conducted in a defensive capacity against an enemy that is attacking or attempting to attack allied personnel, vehicles, facilities and so forth with missiles and aircraft.

Active Defense – A series of offensive operations consisting of limited capability deliberately designed to function for the defense of a contested area and denial of penetration into this area by enemy forces.

Act Of Mercy – An action typically performed by a member of the local population that sympathizes with the cause of the enemy combatant that allows the enemy combatant to avoid capture by friendly forces during personnel recovery missions.

Adaptive Planning And Execution Systems – Also known as the “APEX System”, this is United States Department of Defense mechanism that links together certain policies, reporting structures, procedures and processes, largely facilitated by an information technology and communications network that allows various departments and personnel to coordinate efforts as it pertains to planning, execution, deployment, logistics, redeployment, employment and demobilization tasks, among other things.

Administrative Contracting Officer – An officer whose primary mission objectives is the administration of contracts and contracting related duties.

Administrative Control – Also known as “ADCON”, it consists of directing and administrating subordinate agencies and entities in carrying out administrative and support functions.

Administrative Movement – A movement or formation in which troops and vehicles are re-arranged so as to make their deployment to an area faster when there is projected to be no meddling from enemy forces.
